Position Description

The Presbytery of Eastern Virginia at its Eighty-Second Stated Meeting on Saturday, January 23, 2010, authorized us to begin immediately to search for a new Resource Center Director. Attached is the new Position Description.

The Virginia Council of Churches is inviting applications for the position of Executive Director for their Rural Family Development (RFD) program, based in Richmond, VA.  This is a full-time staff position, reporting to the Rural Family Development Board, and the General Minister. This position is an integral part of the senior management of the Virginia Council of Churches

DUTIES AND RESPONSIBILITIES:
 This position is accountable for providing leadership, management, oversight, implementation, and continued compliance of the Federal Head Start Performance Standards , Virginia State Licensing Standards , grantee and agency policies and procedures that pertain to four Migrant Head Start sites and the Central Office of the VCC in the state of Virginia.

Duties include, but are not limited to;
Developing team structures at all levels within RFD, the direct supervision of key staff,  staff training and development,  establishing  and maintaining community partnerships, addressing and adequately resolving program issues. Making recommendations to the RFD Board and the Virginia Council of Churches and parental governing bodies related to strategic planning and program quality and service through on-going monitoring and program evaluation. 

Directing the annual budget development process, including the presentation and interpretation of the budget to the General Minister and RFD Board, while ensuring that expenses remain in line with budget allocations.  Providing oversight regarding the submission and accuracy of financial reports and compliance with all fiscal requirements of funding sources.  Supervising the accuracy and timeliness of reports and records required by the General Minister, Board, and Policy Committee as well as funding and regulatory agencies.  Overseeing the development and implementation of internal reporting and accountability systems to ensure that sufficient data is gathered to facilitate required annual reports and to document program effectiveness.

SKILLS DESIRED:
Excellent writing, and oral skills
Excellent time management and communications skills
Able to manage a large staff of full time and seasonal employees
Proficient in both English and Spanish
Masters Degree
Willingness to travel
